Behind the retail and bulk markets sits a national supply architecture. BPIC, the state's fuel procurement and infrastructure vehicle, is a central part of it.
Its role
BPIC exists to strengthen national fuel security: procuring, importing and storing the volumes the country needs, and building the infrastructure to make that possible.
Why a country wants this
Fuel supply is a resilience issue. A shock upstream ripples through transport, food, mining and every other sector. A coordinating vehicle gives the state a lever to smooth those shocks and plan at national scale.
- Strategic storage cushions against short term supply shocks.
- Coordinated procurement can improve terms and reliability.
- Infrastructure investment supports the whole downstream market.
What it means for private operators
A stronger national backbone underpins the private market rather than replacing it. Wholesalers, retailers and transporters still do the day to day trading, but against a more secure and organised supply base.
