Platform Rules

Last updated: September 2026

This is a first-draft policy for the platform build. It will undergo formal legal review before the platform transacts with real funds.

These Rules set out what is allowed on the Damtata Energy Exchange and the standards every participant is expected to uphold. They exist to keep the marketplace trusted, neutral and compliant.

1. Verified participation

Only organizations that have completed KYC/KYB verification may transact. You must keep licences (including fuel wholesale/import permits where applicable), beneficial-ownership disclosures and banking details accurate and current.

2. Honest dealing

Product specifications, quantities, origin, quality certificates and pricing must be accurate. Misrepresenting product or provenance, posting prices you cannot honour, or listing inventory you do not control is prohibited.

3. Neutrality and fair access

The Operator runs the venue neutrally. Sellers cannot see competitors' listings or orders. Attempting to circumvent access controls, scrape competitor data, or collude to manipulate prices is prohibited.

4. Settlement and escrow

Payments flow through the Platform's escrow and approved rails. Do not attempt to move a confirmed deal off-platform to avoid escrow, commission or the audit trail. Crypto settlement is only via the licensed off-ramp; the Platform never custodies crypto.

5. Compliance

Participants must comply with Namibian law, including the Financial Intelligence Act, sanctions regimes and petroleum regulations. The Operator may file Suspicious Transaction Reports and cooperate with regulators. Unusual transactions may be flagged for human review before proceeding.

6. Enforcement

Breaching these Rules may result in warnings, transaction holds pending review, suspension or removal from the Platform, and reporting to authorities where required. The Operator does not auto-block; enforcement decisions involve human review.
